This is the Notices.md file that the Community Specification License 1.0 (`LICENSE-SPEC.md`) names. How a notice is filed is set out in `GOVERNANCE.md`, section Notices. Each entry gives the date of the notice, the content the licence requires, and the link to the issue that filed it.
