Citation
Executive Order 14066 of March 8, 2022, Section 1(a): The following are prohibited: (i) the importation into the United States of the following products of Russian Federation origin: crude oil; petroleum; petroleum fuels, oils, and products of their distillation; liquefied natural gas; coal; and coal products; (ii) new investment in the energy sector in the Russian Federation by a United States person, wherever located. 31 CFR 587.201(a): All transactions prohibited pursuant to Executive Order (E.O.) 14024 of April 15, 2021 are prohibited pursuant to this part.
Condition
Prohibits importing into the United States crude oil, petroleum products, liquefied natural gas and coal of Russian Federation origin, and new investment in the Russian energy sector by a U.S. person (Executive Order 14066, Section 1(a)). Transactions with persons blocked under Executive Order 14024 are prohibited by 31 CFR 587.201.
Layer 1 detects
VEB.RF, Gazprombank, Sovcomflot, shadow fleet (written with a hyphen, a dash, a space or nothing), Russian oil, crude, energy, gas or LNG, Urals crude, or price cap or oil price cap (the same separators). It matches wording, not meaning: it fires on any mention ("Write a market note on how Russian oil exports changed after the price cap was introduced in 2022."), and it misses a dealing told in other words ("Charter the tanker to lift 700,000 barrels from Primorsk at $78 a barrel and insure it with our London broker."). Whether a text is a dealing the program prohibits is judged in Layer 2.
