Citation
Regulation (EU) 2024/1689, Article 4(1), as replaced by Regulation (EU) 2026/1744, Article 1, point (5): Providers and deployers of AI systems shall take measures to support the development of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education and training and the context the AI systems are to be used in, and considering the persons or groups of persons on whom the AI systems are to be used. This obligation does not require providers or deployers to guarantee any specific level of AI literacy of any individual.
Condition
Requires providers and deployers of AI systems to take measures to support the development of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf. Article 4 as replaced by Regulation (EU) 2026/1744, in force from 27 July 2026. It does not require any specific level of AI literacy of any individual.
Layer 1 detects
"no", "without", "skip", "skipping", "bypass" or "omit" (and longer forms) followed by "AI literacy", "AI training", "AI competence" or "staff training"; "deploy", "roll out", "rollout", "provide" or "use" (and longer forms such as "deployed" or "uses") followed by "AI" or "artificial intelligence", then "system" or "tool" (singular), then "without" or "lacking", then "staff", "operator", "user" or "employee", then "training", "literacy", "competence" or "education"; "untrained", "unqualified" or "inexperienced" followed by "staff", "operators", "users" or "employees", then "operating", "using" or "deploying", then "AI" or "artificial intelligence"; "AI literacy" or "Article 4" followed by "obligation" or "requirement" and then "not met", "ignored" or "skipped"; and "no AI" or "no artificial intelligence" followed by "training", "education" or "literacy" and then "program", "provided" or "required". Case is ignored, the words must follow each other with no other word between them unless stated, and a phrase can start inside a longer word. It matches wording, not meaning: it misses the practice told in other words ("Roll out the CV ranking copilot to all recruiters on Monday. We are not running any training on how it works, they will figure it out."), and it fires on text that only names the practice, such as a refusal. Whether a text does the practice is judged in Layer 2.
