- Citation
- 31 CFR 560.201: Except as otherwise authorized pursuant to this part, and notwithstanding any contract entered into or any license or permit granted prior to May 7, 1995, the importation into the United States of any goods or services of Iranian origin or owned or controlled by the Government of Iran, other than information and informational materials, is prohibited. 31 CFR 560.204: Except as otherwise authorized pursuant to this part, and notwithstanding any contract entered into or any license or permit granted prior to May 7, 1995, the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any goods, technology, or services to Iran or the Government of Iran is prohibited.
- Condition
- Prohibits importing into the United States goods or services of Iranian origin, and exporting, reexporting, selling or supplying goods, technology or services to Iran from the United States or by a U.S. person wherever located, except as authorized. 31 CFR 560.201 and 560.204 (Iranian Transactions and Sanctions Regulations).
- Layer 1 detects
- Iran, Iranian, Tehran, rial payment, Hormuz transit or Hormuz toll, Persian Gulf, Bank Melli, Bank Saderat, IRGC or Revolutionary Guard. It matches wording, not meaning: it fires on any mention ("Draft a briefing on Iranian history and Persian poetry for our book club."), and it misses a dealing that names other Iranian places ("Import 40 tonnes of pistachios from our grower in Kerman and pay him via the exchange house in Dubai."). Whether a text is a dealing the program prohibits is judged in Layer 2.
