- OFAC administers Iran sanctions under 31 CFR Part 560; the IRGC is designated under EO 13224. A partial delisting lifts general Iran restrictions while retaining them for IRGC-affiliated and nuclear-nexus counterparties. This rule fires only when the caller asserts IRGC affiliation (or leaves it unverified, in which case it applies conservatively pending verification).
