Citation
Regulation (EU) 2024/1689, Article 50(4), second subparagraph
Condition
Publishing AI-generated or manipulated text on matters of public interest (news, politics, health, public affairs) without disclosing that it was generated by AI, unless a human edited it and an editor is responsible for it.
Layer 1 detects
as adjacent words, AI-generated (also "ai generated"), synthetic or machine-generated, then text, article, news or content, then on or about, optionally "matters of", then "public interest", then without or no, then disclosure, label or marking; and publish (any ending) then "ai-generated" then news, article or text (singular), then "without" disclosing, labelling or marking, optionally "it", optionally "as", then "ai". It matches wording, not meaning: it misses the practice told in other words or in the plural ("articles"), it fires on text that only names it, and it fires even where the text has undergone human review or editorial control and a person holds editorial responsibility, the exception Article 50(4) provides ("Publish AI-generated article without labelling it as AI; our politics desk editor reviewed and rewrote it and holds editorial responsibility for it."). Whether a text publishes undisclosed AI text, and whether the exception applies, is judged in Layer 2.
